Summary

Cities are central to the climate transition, yet less than 10% of the finance needed for urban climate action is currently reaching them. The challenge is not only a funding gap, but a structural mismatch between urban needs, fiscal mandates, project pipelines, investor expectations and accountability systems. This session reframes innovative finance as more than a set of instruments. It explores how mechanisms such as blended finance, green and sustainability-linked bonds, resilience instruments, land value capture, digital finance and AI platforms can mobilize capital only when embedded in the right governance conditions. Drawing on emerging research and practice, the session will examine why many urban climate projects remain too small, fragmented or risky for investment, and how integrated financing strategies, transparent monitoring, project bundling, demand aggregation and equity-centred design can turn city climate priorities into investable portfolios. The discussion will ask how cities, national governments, development partners and finance actors can move from isolated transactions to financing systems that deliver real climate, resilience and development outcomes.
