Housing and Infrastructure

This plenary explores housing and infrastructure as foundations of climate resilience, highlighting the urgent need for integrated approaches that combine mitigation and adaptation to avoid entrenching vulnerability and instead deliver healthier, more resilient urban environments. Drawing on emerging climate research and priorities from the Global Research and Action Agenda (GRAA), the session will explore how low-carbon, climate-resilient housing and infrastructure systems can generate multiple co-benefits from improved public health and reduced emissions to enhanced biodiversity and social cohesion. Emphasis will be placed on addressing informality through inclusive upgrading, climate-proof basic services, and nature-based and hybrid solutions, alongside participatory and community-driven approaches.
