Operationalizing Nature-based Solutions through Municipal Governance: Lessons from the Mediterranean and the Sahel

Urban climate adaptation remains unevenly financed and institutionalized, particularly in secondary cities and territories exposed to climate and disaster risks. This session brings together two practitioners to explore how Nature-based Solutions (NbS) can be operationalized through municipal governance in different contexts: the Mediterranean and the Sahel.



The first presentation focuses on the Commune of Arr in the Guidimakha region of Mauritania, where a territorial NbS mechanism is being developed to support locally driven climate resilience. The initiative integrates ecosystem restoration, flood risk reduction and dryland adaptation within municipal planning and community action. The mechanism is linked to a registered commitment under the Sendai Framework for Disaster Risk Reduction.



The second presentation reflects on experiences from Mediterranean cities within the MedCities network, highlighting governance challenges, financing pathways and enabling conditions for integrating NbS into urban planning.



Together, the session explores practical pathways for implementing NbS and strengthening climate resilience from policy frameworks to territorial action.
